    I use PSE 11, and I used the Cookie Cutter tool to cut the Square Thin Frame which is under the Frames in the Shape tool settings.
    I did this on each paper, and then use resized the one smaller to fit inside the other.

    Thanks so much for all your help with my first step

    I used these steps ~
    I use PSE7, and I used the Cookie Cutter tool to cut the Square Thin Frame which is under the Frames in the Shape tool settings for my first paper - (thanks to Brit) then ~
    I used my rectangle marquee tool to make a square that has the marching ants.... then I did get the marching ants & then I pushed delete & I was finished the top frame. (thanks to Sehabets)
