Here is something else you can try...
When you have your layout opened go to Image>Rotate. When the drop down box opens up you will notice that there are three boxes seperated by a slight grey line.
The top six commands will change your whole page, the next six will change only the layer that you have highlighted. (the word layer is in these six)
So when you want to flip a picture (or element) make sure that the layer is highlighted in your layer panel, go to
Image>Rotate>Flip Layer Horizontal.
